TRUSTEES
Dmitry Yampolskiy is a lawyer, media manager, entrepreneur and philanthropist. He is a member of the Moscow Chamber of Advocates and co-owner of the Moscow-based law firm AMG Partners.

Dmitry is Chairman of the Board at VERA Hospice Charity Foundation, the largest palliative care charitable foundation in Russia. He also co-founded the Friends Foundation, which helps Russian charities become stable and independent organisations.

Among Dmitry's business interests in the UK, he created VisitHealth company which provides same day medical care.
Dmitry Yampolskiy
David Praill is a UK hospice leader with a long and distinguished career in palliative care. A graduate of York and Durham Universities, he began his professional journey as a Mathematics student before serving as an Episcopal priest and later as Course Director at St George’s College in Jerusalem.

After founding the travel company Wind, Sand & Stars and the McCabe Educational Trust, he joined St Luke’s Hospice (Harrow & Brent) in 1991. In 1996, David became Chief Executive of Help the Hospices (now Hospice UK), guiding the organisation through a period of significant growth and establishing it as the national voice for hospice care. He also co-founded the Worldwide Hospice Palliative Care Alliance and has served on advisory panels and boards in South Africa, the USA, and India.

David is the founder and Managing Editor of ehospice, a global platform connecting hospice and palliative care communities worldwide. Through his work, he continues to champion the power of storytelling in shaping understanding and advancing the practice of end-of-life care.

EXPERT COUNCIL
In 2025, we established the PACED Expert Council, a new advisory body designed to support the Foundation’s educational and programme work while strengthening our connections with the professional community in target countries.

The Council assists us in remaining connected with practitioners, considering local contexts, and developing programmes rooted in the genuine needs, experiences, and challenges encountered by professionals working in palliative care.
WHERE WE WORK
PACED works to improve palliative care in Central Asia, Caucasus, and Eastern Europe. Although we support the Baltic states, our primary focus is on countries outside the European Union.
Baltics: Estonia, Latvia, Lithuania
Eastern Europe: Moldova, Romania
Caucasus: Armenia, Azerbaijan, Georgia
Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan
HOW WE WORK
Palliative care services in the countries of PACED presence began improving in the 1990s, but the rate of progress has varied greatly between and within countries.

Every country in the region is in the lowest quartile of European countries for the consumption of strong opioids per capita – the most widely used proxy indicator for the availability of pain relief. This is typical of many resource poor countries, where only basic medical care is available for most health conditions and palliative care is rarely a priority.

PACED tackles these issues through a focus on education: building the skills and knowledge of health and care professionals, raising standards of palliative care education, and supporting the development of individual services.

PACED's vision is of a world where everyone with a life-threatening illness or at the end of life receives pain relief and high quality holistic care, and their families have access to the support they need
PACED's mission is to increase palliative care knowledge and skills and build leadership to advance the provision of palliative care in Central Asia, Caucasus, Eastern Europe and the Baltic countries.
